On the same day a car and train were in collision at Battersby Road AOCL near Whitby. On 26.09.03 a van and train collided at Matts Pitt Lane AOCL near Wainfleet. Romney Hythe & Dymchurch Railway - 3rd August 2003 A train driver was killed following a collision between a RH&DR train hauled by No 5, 'Hercules' and a car at Burmarsh Road AOCL Level Crossing. Both the car and locomotive were extensively damaged. The train was derailed. Fortunately the train passengers suffered no serious injuries. The car occupants suffered minor injuries. Witnesses reported that the road traffic signals were operating at the time of the incident. The accident is subject to an investigation by Kent Police and HMRI. 33 Tourists killed in Hungary, May 8th, 2003 A catastrophic accident occurred on 8th May 2003 when a Budapest to Nagykanizsa train travelling at about 60mph collided with a tourist bus on a level crossing at Siofok near Lake Balaton in central Hungary. 28 people died at the scene and 5 more died later in hospital. A number of seriously injured people were taken to hospital. Initial reports suggest that the bus driver ignored the road traffic signals. The bus was sliced in two. Link to Telegraph report. |
The National Level Crossing Safety Group The National Level Crossing Safety Group has recently been formed at the suggestion of HM Railway Inspectorate and with considerable support from Network Rail (formerly Railtrack) and the Railway Safety and Standards Board (formerly Railway Safety Ltd). Representatives from a diverse range of agencies have been invited to join the group. The aims of the group are to promote level crossing safety and raise awareness of level crossing matters. Consideration is being given to new engineering methods, changes to legislation, education, enforcement et al. Red Light Cameras Red Light Cameras have been introduced at a number of level crossings in the Scottish and London North Eastern Zones of Network Rail (formerly Railtrack). The eight Scottish sites have been in use since early 2000. The LNE Zone sites have been bought into use during 2002. British Transport Police are managing the prosecution of those caught on film. As well as the successful prosecution of a high percentage of those caught on camera, the cameras are producing vital data on the levels of motorist abuse which will be used to develop alternative controls. The cameras are Home Office approved. The cameras switch on when the crossing activates and self test. They record the time that the amber light shows and the length of time the flashing red aspects show. Vehicles are detected passing the Stop lines by inductive loops set into the road surface. The loops cover the whole road also allowing those zig-zagging the barriers to be photographed. The camera takes two photographs of the rear number plate when the loop is activated and the second photograph, one second later. Vehicle speed is also logged. Click for Photos: |
The Traffic Signs Regulations and General Directions 2002 The new Traffic Signs Regulations and General Directions came into force on the 31st January 2003. Some changes to level crossing signs have been made. Signs to Diagram 785 now formally allow the name of the level crossing to be displayed. Signs to Diagram 786 allow a variation to the standard wording for use at AHB laybys. Some minor changes have been made to some regulations and directions to correct earlier versions. The principle change affecting all railway level crossing operators is the requirement to have road traffic signals (to Diagrams 3014 & 4006) compliant with British Standard BS EN 12368. This standard outlines optical performance required of such signals. Currently supplied signals (recently tested at the Highways Agency laboratory at Yate) do not meet the new standard. Hixon Level Crossing Hixon Level Crossing was finally closed permanently in autumn 2002, following construction of a new bridge just to the south of the level crossing. Hixon was the site of the UK's worst level crossing accident. On the 6th January 1968, an Manchester Euston intercity train struck a low-loader road vehicle carrying a large 120 ton electrical transformer. 11 people lost their lives and a further 44 were seriously injured. The Inquiry chairman commented that the Inquiry had been the most profound and intensive examination of the safe operation of level crossings made anywhere in the world. Click for Photos: |
